EASTHAM BOARD OF ASSESSORS
Minutes of August 27, 2008 Meeting


Meeting convened at 10:00 am.
Present:        Assessors Sette, Avery, Cahill, Fagan, and Deputy Assessor Gail Fitzback

  • The Board voted to accept the minutes of the July 17, 2008 meeting.
  • The Board signed the prepared FY09 exemptions that have been submitted and reviewed by the Assessing office to date.
  • The Board signed the FY10 Chapter 61A renewal application for George and Jeffrey Handel.
  • Gail discussed the pending cases at the Appellate Tax Board. The ATB ruled in favor of the Town on one of the 4 Clark’s Point Road cases so far and reduced the value slightly in the Lee Foley case. We’re still waiting for decisions on the remaining cases.
  • Gail Fitzback reviewed the FY09 Interim Year Update and discussed the values changes that were made. Gail also reviewed the FY09 New Growth which was certified by the Department of Revenue at $122,375. The FY09 values have also been approved by the DOR.
  • Gail reviewed the handouts for the Classification Hearing to be held jointly with the Board of Selectmen on Tuesday, September 2, 2008 at 6:45 p.m.. Gail gave an overview and explanation of all the available options which will be voted by the Board of Selectmen at the Classification Hearing. The Board agreed to recommend that the Board of Selectmen maintain their historical voting choices. Motions were made, seconded and passed by unanimous vote of the Board of Assessors to recommend:
  • The adoption of a residential factor of 1 (one) which sets a single tax rate for residential and commercial / industrial.
  • Not to grant a discount to Open Space.
  • Not to grant a residential exemption.
  • Not to grant a small commercial exemption.
  • Doreen Cahill indicated she wouldn’t be able to serve on the Board at this time, however, she would be interested in serving as an Alternate. Maureen Fagan indicated she would be interested in serving on the Board. Gail requested both Doreen and Maureen notify the Board of Selectmen in writing of their request.
  • The meeting adjourned at 11:30 a.m.
